LOMLOE and emotional education

On November 19, 2020, the Spanish Congress of Deputies approved the LOMLOE (Organic Law of Modification of the LOE).  As a reminder, the LOE (Organic Law of Education) was approved on May 3, 2006. Then the LOMCE (Organic Law for the Improvement of Educational Quality) came on December 10, 2013, known as the Wert law. The one that just has been approved is called the Celá law after the surname of the current Minister of Education. Note that the LOMLOE is based on the LOE of 2006, and revives parts of it, while ignoring the LOMCE of 2013. In fact, the LOMLOE is an update of the LOE.

The LOMLOE was approved by 177 votes in favour, 148 against and 17 abstentions. With this in mind, there are 350 deputies in Spain, making the absolute majority 176. Therefore, this law has been approved with a single vote, one more than is strictly necessary to pass. This demonstrates a clear ideological confrontation between political parties.
If we focus on emotional education, the LOMLOE says the following: (Words related to emotional education are made in bold to facilitate their location)

In the Preamble:
...
Likewise, special attention will be paid to emotional education and values, which includes equality between men and women as a pillar of democracy.
...
Reading comprehension, oral and written expression, audio-visual communication, digital competence, entrepreneurship, the promotion of a critical and scientific spirit, emotional education and values, education for peace and non-violence and creativity will be worked on all subjects. In any case, health education, including affective-sexual education, equality between men and women, aesthetic training, and mutual respect and cooperation among equals will be promoted in a transversal manner.
...

Article 14:
3. In both cycles of early childhood education, the affective development, emotional management, movement and corporal control habits, to the manifestations of communication and language, to the element patterns of coexistence and social relationship, as well as the discovery of the environment, the living beings that coexist in it and the physical and social environment in which they live. They will also include education in values, education for responsible and sustainable consumption and promotion, and  health education. In addition, it will facilitate that girls and boys develop a positive, balanced and egalitarian image of themselves and acquire personal autonomy. "

6. The working methods in both cycles will be based on the experiences of emotionally positive learning, activities and games will be applied in an atmosphere of affection and trust, to enhance their self-esteem and social integration and the establishment of a secure attachment.

Referring to primary education (art. 19):
 Likewise, special attention will be paid to emotional education and values, and the enhancement of meaningful learning for the development of transversal competences that promote autonomy and reflection.

In regard to compulsory secondary education:
5. Without prejudice to its specific treatment, reading comprehension, oral and written expression, audio-visual communication, digital competence, social and business entrepreneurship, the promotion of a critical and scientific spirit, emotional education and values, and creativity they will work on all subjects. In any case, education for health, including affective-sexual education, aesthetic training, gender equality and mutual respect and cooperation among equals will be promoted in a transversal way.

Article 25, referring exclusively to the fourth year of compulsory secondary education, repeats the previous paragraph almost verbatim, including the expression emotional education and values.

Referring to training cycles (art. 30)
3. The pedagogical criteria with which the training programs of these cycles will be developed and will be adapted to the specific characteristics of the students, adopting an organization of the curriculum from an applied perspective, and will promote the development of social and emotional skills, teamwork and the use of information and communication technologies. Likewise, tutoring and educational and professional guidance will have special consideration, providing personalized socio-educational support.

Forty nine:
"1. The educational administrations will provide the necessary means for all students to achieve the maximum personal, intellectual, social and emotional development, as well as the objectives established in general in this Law.  From these fragments of the LOMLOE, we consider it appropriate to point out that the word emotion or its derivatives appears at least 7 times. Likewise, it repeats the expression “emotional education and values” 5 times.
All this opens a horizon of hope for emotional education, and for this reason we have considered it beneficial to share it.
